I stopped cycling to work in London because I found the experience too scary
Mind you, there's a reasonable provision of cycle lanes on my route in. The main problem was other road users - drivers (cars, buses and taxis), other cyclists and even pedestrians. Everyone seems interested in getting to where they're going as soon as possible, and to hell with everyone else. During the couple of months I was cycling, I saw reckless endangerment of pretty much every combination (including some cyclists routinely taking insane risks). So for me I'd say it's more of a social problem - the roads will always be dangerous while people's primary and overriding interest is hogging their own piece of Tarmac and getting to their destination at any expense.
