No, from reading the PL rulebook.

It just say a club must be allocated min 10%/3000

It doesnt state anything about the tickets being avaialble to all.

Where as the "spirit" of the casual ticket rule is the appearence of equal oppotunity for anyone who wants them.

If we rule out equal oppotunity then why dont we just sell the casual tickets to those on the season ticket waiting list.
