There is room for stronger punishment of the offending clubs.
Perhaps not allow them to be bought by wealthy speculators on the cheap, hence enabling quick profit and turnaround. Or make it that any buyer has to pay off debts in full before spending money on players.
Or play two seasons with 9 players each game. No subs.
