Fair point, I agree to an extent and you are right they are not the same, so the

same treatment would be wrong.
There needs to be a line though or clubs will continue to spend what they don't have, defraud their own fans by collecting VAT which they keep, then go into admin, get bought, start again with very little in the way of punishment.

There is no deterrant.
The punishment for Admin needs to change to automatic relegation, to be applied at the end of the season.
Relegate 1 league from the league they would start the season in. So this season Pompey would be in league 1, and 4 teams would have come up from league 1.
