Your distance from the exchange is likely to be the real problem though and you're paying for a package that likely cannot be delivered - even the BT estimate suggests you'll get no more than 3Mb/s

By the way, don't confuse MB (Mega Bytes) and Mb (Mega bits). Providers always quote in Mb because it's more impressive; but speed testers sometimes quote in MB. It could be you're seeing 0.8 MB and assuming it's Mb. the one I linked to quotes in Mb.
