What test are you using?

Make sure you have no other activity on the line at the same time because that sounds desperately slow for your package - I'd expect at least 6 and approaching 7 for an 8 contract (upload will be a quarter or eight of download by the way - the A in ADSL means aysnchronous). Could be that you just picked a time where the service was bad so try again in, say, half an hour.
