The March deadline isn't definitive, but is the time from which the Football League will use their discretion and will seek to avoid any repeat of teams waiting until they are down.
Stockport are not seeking or gaining any advantage from going in to Administration now, so a deduction this season is entirely reasonable.
And if you think about it, Southampton were told that if they finished outside the bottom three their deduction would be applied this season. Same deal really.
