All depends where the food is. Often gullies in the rocks are excellent, the food gets funnelled into them and bass come chasing right up. The extra water under their bellies gives them more confidence. When it's really choppy you're often better off with a sub-surface lure, something that fishes in the top 12 inches, because when the water surface is confused the water-agitation from a popper doesn't show up so well. Did you read that article by Mike Ladle I linked to? He's a bass guru.
