You don't do it unless you're sure of what's happened. Once they had decided that it had, they had no choice under the laws.

If they had just changed the ball, Pakistan would have rightly objected to that. It was starting to do something. So they either do nothing, which may well be unfair to England, or they apply the laws.

It's a bloody hard call. Not one i'd like to have to make (although I suspect Mr Hair rather enjoyed it).
