as long as they change the ball England aren't really treated unfairly though

after all, the 5 runs are hardly likely to make a difference. I guess that's my point. The 5 runs is the only difference to the game between just changing the ball and actually accusing someone of cheating. So if they don't formally charge anyone all this hoo-ha is for 5 runs???????
