surely that isn't sufficient evidence in itself - in that case surely the sensible approach would be to just change the ball and get on with it (after all the 5 run penalty is immaterial in the scheme of things). If you aren't going to charge anyone why cause so much offence by effectively accusing people of cheating and then not backing it up - just for the sake of 5 measly runs ?
