Allowed as in letting reoffending happen

Not giving them the green light to do it

For serious crimes a lengthy incarceration should be an absolute minimum and if they are still deemed a danger then they stay locked up

A degree of offending should be expected yes, but 30% within a year of release is outrageous. Perhaps we could be super lenient and only execute them after 2 reoffending incidents.
