Again, no one lets it happen. There is no fool proof way to stop it.

Short of the two i mentioned earlier.


It is impossible to know who will reoffend with certainty, your 30% stat means 70% dont.

Unless we actually build more capacity in to the prison system longer sentences are pointless as there is no where to put them.

So they have to be released, which means more pressure is placed on that decision, which increases errors.
That still doesn't mean anyone is letting it happen, simply working within the limitations of the system put upon them.
