A lower earner is going to be far less able to absorb even a small % increase in their current taxation levels than a middle income earner, and a higher income earner is going to notice it even less.
Increasing taxes 'fairly' across all levels really means that lower earners have to spend less on necessities (food, utilities etc), the middle earners have less discretionary spend (poor Starbucks) and the wealthiest have to spend less on luxuries.
Happy to be proven wrong but I suspect there is far more potential to increase tax (on a fairer basis) on unearned income.
