And then all tax payers falling being treated fairly within that overall system.

So if median tax payers aren’t taxed at a relatively high rate, nor are higher rate payers. And if we have a high tax system, everyone pays at a relatively high rate (which is the Scandinavian model, isn’t it?)

The tax system should be progressive, higher earners should of course pay proportionally more, that is fair. However, having median earners in a low tax position, and higher earners not in a low tax position isn’t fair.
