To me, everything became complex when we went into the various trust structures, and the accompanying admin layers that went with that. The focus moves away, and the funding argument is really down to how managers prioritise spend - things like the whole GP commissioning. I am far too ignorant to understand more, but we have spent too long talking about the great care, and not enough about how best to allocate funds. Basically it feels like a vicious circle - not great management, over spend, then reduced budgets so deeper into the poo. Sounds a bit like a football club.
