I think the main problem comes down to...

Risk mitigation by the board - they are risk adverse. They can find the talent (lambert and neil) but its backing the, with the transfer pocily that seems to be the main issue coming to the fore. Neil will want a decent budget to work with - but more importantly will know which players he wants in - if it comes to a bidding war it seems we have a low ceiling for each individual target..... If they are not careful it could piss off (but more importantly) scare off the manager again.
