This risk aversion isn't very prudent though.

There is a strong correlation between wage budgets and league positions, the cheaper you try to do it, the more likely you are to be relegated. Given the financial rewards for staying up are growing and growing, it makes more financial sense to spend than not and it's what almost everyone is doing/has been doing for the last couple of years.
