I'm not convinced. Like Adams, he has no first team managerial experience, and as for all of his credentials for Man Utd, well it didn't work out too well for Meulensteen or Fulham.
I think that his appointment as Coach is a move by the Board to give Adams more time, which is probably going to be counter-productive. However, when Adams does go then Phelan will just step in, although this would again be a huge risk.
Having made the mistake of appointing Adams in the first place, why oh why can't the Board see fit to make the most of this time when we have the best squad (on paper) and the biggest budget in the league, and act now and appoint a 'proper' manager!
Whilst the football may not be easy on the eye, I'd be champing at the bit to get Pulis if I was pulling the strings.
