It's generally (around here in teh South West, anyway) used as an insult towards them

or a term used to a non gypsy who looks scruffy, doesn't work, a bit of a rogue say.

i.e. "That Paul Smith, he's a right f**kin Pikey' despite not being a gypsy at all.
