Geneuinly interested, what are the connotations behind it?

I only ask because my old Maths teacher used to use it pretty liberally throughout my school career at anyone and everyone.

Connotations are that people tend to use it as a slur... i.e. "fucking pikeys"

It's generally (around here in teh South West, anyway) used as an insult towards them
