In my opinion Lambert's ultimate aim is a top job and by that i don't mean Villa I mean Man United when Ferguson retires or Chelsea or one of the other top, top clubs.
In my view he doesn't think such a club would appoint him straight from Norwich, but they might appoint him if he's done ok at Villa for a season or two, maybe gets a bit or Europa league experience.
I don't think there has been a bust up over budgets or anything. Budget might come into it in the sense that he thinks he can do more at Villa as they can pay higher wages but for me its all about which club gives him the best chance of raising his stock further next season. I think he probably looks at it and thinks Villa can be turned around relatively easily (they still have Bent and Agbonlahor up front) which will enhance his rep further. With us, he knows that with our wage structure and budget repeating this seasons success will be very hard.
Its all about him and his career ambitions just as it was when he joined us from Col U. Thats all he cares about. You could see even when we were winning stuff it was just a job for him. he never got really excited and never allowed himself to form any kind of bond with the club/city as he knew he would move on when the chance arose.
