It this 'goal scoring opportunity' rule

The refs see a striker taken out while one on one with the keeper and seem to automatically go straight for red.

There are many cases where the striker has lost control of the ball, is going wide of goal or where a covering defender is getting back, where a yellow card for the keeper is warranted.
