Was just reading OG's post about "Britain's magical waterland"

I've heard from a couple of sources that communictions with Norfolk were intentionally s**t to stop industry from moving in en masse.
can anyone confirm this? I'm not sure if any government would have the foresight to be able to understand and implement this concept
