...to Jim Hacker that there were 2 excellent roads to Cambridge (M11) and Oxford (M40) from London for no apparent reason.
The reason proferred was that the leading civil servants were all Oxbridge-educated and wanted decent roads for the frequent dinners at their Alma Mater colleges.
