Needs to be there though to be any kind of deterrent.
Problem is, it always ends up hurting those trying to save the club after the damage has been done.

Introducing a rule like this, gradually, over a period of time, would make a big difference. You spend what you have, and nothing more.

Of course those earning more would still benefit, but what it would do it remove the gamble option. That way clubs of similar sizes, or who do have good marketing and diverse income streams can benefit from that hard work.
