Salary cap in football can only work if implemented the world over at the same time. It
can work in the NFL because it is a one-nation league with only 1 "division" and 32 teams.
Incidentally the NFL's "2nd division" which was the NFL Europe had no salary cap, but rather fixed salaries for all players (QBs wage was slightly higher, kickers slightly lower and nationals lowest of all, but everyone was equal within their position across the league).
