but we can't change that.

And a football club is not, in its most important sense, just about the results on the pitch. It is about being an important part of the local community and a part of its fans identity.

As long as plenty of people follow the club and are pround to be City fans then as a club we are certainly not 'dying'. If the most important thing about a football club was winning we would all be Man U/Chelsea/Arsenal etc fans by now. But we aren't, because for all their success they don't represent us. NCFC does.
I didn't become a City fan because I thought they would ever win stuff, I became a City fan because I am from Norwich and they are my parents' team and so they are MY team.
