depends on lots of things.

You definately need to upgrade the graphics card, you almost definately need to install more memory. If the computer is a few years old you may as well replace the mother board, proccessor, graphics card, memory.

Can you post your PC's proccessor, amount of ram, and graphics card on here. Then post the minimum sytem requirements printed on the box of the game.

(that will probably answer your question)

Go to start button bring up menu, right click my computer select properties. This will tell you proccessor and memory, then click hardware tab and select device manager, in there click the + next to display adapters this will tell you your graphics card.
