The tiebreaker will be goal difference, because they'll have all drawn.

If Holland reserves beat Romania by 1 or 2, Romania are through on GD.
If Holland reserves beat Romania by 3, all three are level, and the next deciding point is co-efficients, I think.
If Holland reserves beat Romania by 4 or more, then Italy and France have a better GD than Romania and it goes to pens.

If Romania win, it's all academic.
If Romania draw then there must be a winner in the other to stop Romania going through.
