If they draw, they will definitely be level on goal diff, goals scored and of course their result against each other.

If they draw AND Romania lose 4-0 (or worse), then they'll both be clear of Romania on goal difference, but level on every count against each other. So it will be a penalty shoot-out for 2nd place.

Won't happen though. No way Holland 2nd string will beat Romania by 4.
