that doesn't matter

if Italy and France draw they can only get 2nd if Romania lose. If that happens all 3 teams will have 2 points and the tie-breaker will kick in.
In that case head-to-head means only games between those 3 teams will count and Italy will ALWAYS have more goals in those games than France (they have more against Romania) so Italy/France cannot ever be tied for 2nd/3rd.
They can be tied for 3rd/4th because if Romania get a point or more Italy's extra goal against Romania will not count any more than France's extra goal agaimnt Holland (which it will if they are levelk on points with Romania)
