I agree.

At the moment there's no incentive for companies to do this though, so they don't bother. Offer them a percentage deduction in capital gains tax if they achieved a certain quota, for example, and they'd all do it.

You'd make everyone happy; the workers, the unions, the companies. So obviously it will never happen.
