This form of media has moved on to the stage where the dominant force is no longer kids.
A large part of the marker is now adults, and masses of the production and marketing reflects this.
Sony probably started it with the PS1, and pushed it on with the PS2.
Kids will always buy these things, that's a given, what they realised is getting the guys that started with the mega drives etc etc back in, who would now be earning proper salaries (rather than £10 a week paper round money) gave them a much more cash rich market.

This is the reason these games exist, and as someone says they are tongue in cheek.
Sensible parenting is to do what you say, restrict the time AND PAY ATTENTION TO THE BIG RED AGE LIMITS (which i know you said you do).
Frsutrates the life out of me how so many parents ignore these, and pass the blame on.
