how come the TV deals keep getting bigger and bigger?

Whilst that continues to be the case nothing will change.

As long as a big few clubs continue to thrive and rake in the dosh there will always be other clubs willing to sell their own chances of competing down the river just to take in their own cut of the cash for being the opponents the big few get to thrash for the entertainment of the masses.
