The congestion charge is a totally separate issue...
That's to alleviate congestion in the centre of London and has no relevance to a cab driver up your way. I would have thought that you'd rather people in London pay for that instead of the rest of the country funding it.
As for toll bridges, I think most of them do take the piss, but they aren't funded by the road tax.
I agree with a lot of your points, but these bombs have not targetted the police in any way other than making them spend their time trying to catch the culprit/s.
