Largest operator there is Orange. Orange has their own full track music dowload client for mobile devices and make money from selling this on. Surely the iPod would be a threat ? In addition, they promote Microsoft Windows Mobile-based Smartphones as signature devices, so there's another possible blocking issue. And finally, they and operators such as Three, are heavily pushing everyone on to their UMTS networks - quite rightly so after the European governments held the telcos to ransom over the 3G licenses years ago, and the silly buggers paid billions for them. Promoting a 2.5G, Apple device with the ability to hurt their music download revenues does not make sense.
Therefore they might find it tough to find a decent partner in the UK (with good coverage and the reputation which will attract customers).
