there are a few kids in our U15 footy team who will not pass GCSE let alone A level

so there should be vocational options from year 10 to teach them broad trade skills which will enable them to take up trade apprenticeships with some degree of former knowledge and give them a focus at school.
Most of these kids will just not bother with the academics because they struggle and its obvious to everyone, except the results driven government that some people are not academic, and as long as they can read, write and do basic arithmetic could be very usefull skilled workers
