Basically

When they bite you they inject a chemical to thin the blood to allow them to drink, when they are done, they inject something that coagulates(sp) the blood in that area to stop you bleeding to death.

The itch is a reaction to the chemical causing the blood to thicken again, if you did have it, you would continue to bleed
