Why is a target man absolutely necessary?

The best football I've seen us play under Worthington was the run-in to the play-off season with McVeigh and Neilson up front, neither of which could head a ball to save their lives - you only need a target man if you are incapable of keeping the ball on the deck (which I suppose could be your point)
