Positive, ie fans getting in for free. Lots of sporting events have this, even at FCR they contact local schools and charities, football clubs the days before and give them blocks of tickets, usually for the upper corner between River and South.
Also stadia often have multi-coloured seating to make it look more full on the cameras.
It absolutely pisses me off to see empty seats at Wimbledon Centre Court for the less popular or evening matches. It should be a use it or lose it situation and GA ticket holders should be allowed to sit in seats that have been left empty.
Always annoys me that the posh seats at Wembley take 15 mins to fill after half time, awful optics.
