Similar to cigarettes and alcohol increased taxes - increasing cigarette prices encourages a black market, and alcohol taxes now sees people (not only kids anymore) drinking at home before going out, often far stronger spirits such as vodka and binged in a short timeframe than they would have if they had simply gone to a pub.
