Most of the subsidies are tax credits.

Because teams move around there is a calculation on what the team is worth to a certain area in terms of income. (local hotels, food and misc money spent in the area)
There is extreme competition for these dollars.

Because its unlikely a team will move in the UK they have zero leverage.
Totally different situation.
