No one is paying millions for the TV rights of Man City vs Norwich City so it doesn't really matter if it's Man City 1st XI or 2nd XI or 3rd XI.

No one outside of the UK is really paying millions for Leeds v Norwich, or Palace vs West Ham.

As long as Man Utd vs Liverpool is at full strength, and the likes of Arsenal vs Leicester returns a good spectacle, the bulk of the money (that isn't lost to the ESL anyway) will still pour in.
