they base their tally on photo/videographic evidence gleaned from researching various websites and yes there is a crazy bats**t infowar on and both sides are overstating enemy losses and understating their own and it's incredibly complex to even know what assets you have in your own brigade in warfighting let alone in a division, if the losses are anything close to those stated i can only imagine how morale sapping the morning divisional briefings from the general staff must be. but i do reckon it's a half decent litmus test as to what is happening to those poor sods sat in them turrets.
