Dictators like Putin notice that and rightly take for what it is: an unwillingness to stand up to him militarily. They only respect military might. Putin has been pouring money into his armed forces for a decade
If NATO had been able to match the massing of Russian troops on the eastern borders with a massing of its own troops on the western borders, this would not have happened
