iPad (air or pro) with Apple Pencil and paperlike screen cover.

There is the dedicated device called Remarkable 2 but while it seems to do that one thing well it’s also extremely expensive and everything is charged extra (marker, cloud integration etc). Would lean toward a tablet solution for now.
