Absolutely it should
Should go to tiers 2-9 or some such with a stipulation that it's spent on facilities/development and not just bunged onto player wages/transfer fees and it should be stuff that wouldn't otherwise happen. Maybe a ringfenced amount per club which they have to justify to the EFL: ground refurb, academy/sports science/training gear, community outreach, whatever. Would make a little difference at chumps level, more of a difference at League Two but a whole lot of difference at tiers 5-9 and as you say strengthen the game nationally, potentially massively.
