by below i mean investing in facilities and better coaching at schools and junior footy clubs for improving the base of the game then eventually the pay-off would be in home grown players filtering into the national team and ultimately improving the premier league. divvy up some between the non-league clubs as well. if like in normal years it goes to the teams that are relegated and can't bounce back up they *might* just chuck it on the naismith (et al) bonfire which only benefits erm, the naismith. i mean every year not just this season.
