Car Rental help

My boy is renting a car, I’ve never done it. What’s the deal with insurance? If he doesn’t take any out is he liable for all costs? They try and sell you excess cover right? If he writes off the car would he owe them a new one?

I have faith in his driving, just no idea how this works
